Division of Motor Fleet Management must contract with a third party by October 1, 2015, to develop and implement a two-year pilot project testing telematics technology in state-owned vehicles, in consultation with UNC School of Government.

Pilot project shall include at least 450 state vehicles selected through stratified random sampling, with both basic and comprehensive telematics packages installed and activated within 14 days.

State agencies with participating vehicles must inform drivers of the pilot program's existence, goals, and purposes.

Division must submit interim report by December 1, 2016, and final report by December 1, 2017, including data analysis, cost estimates, driver behavior changes, and recommendations for full implementation.

Program Evaluation Division shall conduct return on investment analysis and present findings to the Joint Legislative Program Evaluation Oversight Committee by December 1, 2017; $68,000 appropriated from Motor Fleet Management Fund for fiscal year 2015-2016.
