Reduces the waiting period before sale from 30 days to 3 days after publication of notice when the livestock owner is unknown to the impounder.

Reduces the posting period at courthouse and public places from 20 days to 10 days before public auction of impounded livestock.

Allows impounder to recover reasonable costs of impounding and maintaining livestock, including fees paid to locate the owner, plus damages caused by the livestock.

Directs that any balance from sale proceeds go to the known owner, or if owner is unknown, to the school fund of the county where livestock was impounded.

Effective upon passage and applies to livestock impounded on or after the enactment date.
