Directs the Legislative Research Commission to study relocating North Carolina's NCWorks Career Centers from the Department of Commerce to community college campuses under the State Board of Community Colleges.

Requires study of whether the State Board of Community Colleges is better equipped than the Department of Commerce to oversee NCWorks Career Centers administration.

Mandates analysis of specific buildings or facilities available on community college campuses for relocating the NCWorks Career Centers.

Requires examination of whether existing federal laws, state laws, or memorandums of understanding would support the proposed relocation and transfer.

Directs the Legislative Research Commission to report findings and any proposed legislation to the 2016 Regular Session of the General Assembly.
