Adds "blendstock" (petroleum product intended for blending with fuel alcohol but unsuitable for use as fuel prior to blending) to the Motor Fuels Marketing Act definitions under G.S. 75-90.

Requires suppliers importing gasoline or blendstock into North Carolina terminals to offer each grade of gasoline suitable for blending and each grade of blendstock for sale to distributors and retailers at those terminals.

Clarifies that suppliers, distributors, and retailers may blend gasoline with fuel alcohol at any point in the supply chain, and voids any contract provisions that restrict such blending or prevent qualification for federal or state tax credits for blenders.

Authorizes the Attorney General to investigate violations of these requirements and unfair competition by suppliers regarding the sale of gasoline and blendstock, with enforcement powers under existing statute G.S. 75-85.

Effective October 1, 2015.
