Adds new section 20-166.3 to North Carolina General Statutes limiting impound duration for vehicles towed following a collision to 20 days maximum without a court order.

Motor vehicles must be released to the owner, insurer, or lien holder after 20 days upon payment of towing and storage fees, unless a court order extends the hold.

Exempts vehicles seized for law violations or abandoned by owners from the 20-day limit.

Becomes effective August 1, 2015 and applies to motor vehicles impounded on or after that date.
