Clarifies that failure to affix date or file stamps on court documents does not affect their validity, and allows electronic filing of pleadings under existing Supreme Court rules.

Establishes pilot program allowing superior court clerks to hire deputy or assistant clerk in lieu of one magistrate position in counties with 3-4 magistrate allocations, with reporting required by March 1, 2017.

Creates Joint Legislative Study Committee on Public Records and Open Meetings with 5 House and 5 Senate members to study ways to improve government transparency and public access to records.

Requires mediated settlement conferences in district court civil actions (other than family law cases) with Supreme Court to adopt implementation rules, and allows parties to participate in alternative dispute resolution procedures.

Moves Montgomery County from Prosecutorial District 19A to District 20B, effective September 1, 2016, and directs Revenue Laws Study Committee to study golf course property tax valuation methods.
