Expands DNA collection requirements to apply upon arrest for all violent felonies in North Carolina, rather than limiting collection to specific offenses.

Adds 16 new categories of violent felony offenses requiring DNA samples, including assault offenses, weapons crimes, child abuse, animal cruelty, cyberstalking, and crimes involving weapons of mass destruction.

Specific new offenses added include aggravated assault, assault by strangulation, discharging firearms into occupied property, child abuse inflicting serious injury, and malicious conduct by prisoners.

Effective date is December 1, 2015, applying to all arrests occurring on or after that date.
