Expands Medicaid eligibility effective January 1, 2016 to cover all people under age 65 with incomes at or below 133% of the federal poverty level.

Appropriates $6,591,224 for fiscal year 2015-2016 and $7,008,705 for fiscal year 2016-2017 in state funds for administrative costs, matched by estimated federal funds of $19,773,673 and $21,026,116 respectively.

Appropriates $95,264,480 in recurring state funds for fiscal year 2016-2017 to cover Medicaid services, matched by estimated $2,445,121,643 in federal funds.

Reduces appropriations to Mental Health ($16.4 million), AIDS Drug Assistance Program ($28.6 million), and Inmate Health Care ($17 million) for fiscal year 2016-2017 to account for savings from Medicaid expansion.

Establishes a hospital provider assessment to fund the state share of Medicaid expansion costs, with assessment amounts calculated based on each hospital's percentage of total Medicaid services billed.
