Modifies the definition of "house" in housemoving regulations to include mobile homes, manufactured homes, and modular homes that exceed 15 feet in width, removing the previous exemption for these structures being transported from manufacturer or retail dealer locations.

Establishes joint and several liability between manufacturers and permittees for injuries or property damage resulting from transport of mobile homes, manufactured homes, or modular homes from manufacturer to first retail dealer location or directly to first set-up site.

Establishes joint and several liability between licensed retail dealers and permittees for injuries or property damage resulting from transport of mobile homes, manufactured homes, or modular homes from retail dealer location to first set-up site.

Clarifies that the Department of Transportation shall be held harmless for claims arising from a permittee's conduct or actions.

Effective date of October 1, 2015, and applies to all housemovings on or after that date.
