Establishes the City of Greensboro under Council-Manager form of government and prohibits the city from altering this form of government.

Redefines the City Council to consist of seven members elected from single-member districts for four-year terms, plus a separately elected mayor, with detailed district boundaries based on 2010 Census voting tabulation districts and blocks.

Limits the mayor's voting power to tie-breaking votes and votes on City Manager and City Attorney employment or discipline decisions, removing the mayor's general voting authority on all measures.

Requires seven affirmative votes (instead of a majority) to adopt any ordinance amending the budget to appropriate funds from the General Fund's Unappropriated Fund Balance, except in emergencies.

Applies G.S. 163-293 election procedures to Greensboro city elections and makes these changes effective immediately for all subsequent elections and mayoral acts.
