Directs the Legislative Research Commission to study the structure, organization, and operation of independent occupational licensing boards in North Carolina.

Requires the study to examine the feasibility of establishing a single state agency to oversee administration of all or some occupational licensing boards.

Requires the study to examine the feasibility of combining administrative functions among boards while preserving their individual regulatory functions.

Requires the study to examine combining boards with similar regulatory functions and eliminating some boards, including assessment of public health and safety impacts.

Commission may submit an interim report with recommended legislation to the General Assembly when it reconvenes in 2016, with a final report due to the 2017 General Assembly.
