Reduces waiting period for expunction of nonviolent felony convictions from 15 years to 10 years after conviction or completion of sentence, whichever is later.

Establishes new 5-year waiting period for expunction of nonviolent misdemeanor convictions after conviction or completion of sentence, whichever is later.

Removes prior expunction history restrictions and allows automatic expunction of all charges dismissed or resulting in "not guilty" findings without prior conviction requirements.

Authorizes district attorneys and local law enforcement agencies access to files expunged under second or subsequent petitions under G.S. 15A-146.

Effective December 1, 2015, applies to all petitions filed on or after that date.
