Prohibits regulation of property within a transportation corridor until a preferred alternative is selected and identified in the final environmental impact statement under the National Environmental Policy Act.

Changes the abandonment timeline for transportation corridors from one year to ten years following establishment of the corridor official map if construction has not begun.

Reduces the maximum delay for building permit issuance or subdivision plat approval from three years to two years from the original submittal date.

Requires that if the corridor impact review extends beyond the two-year period, the adopting entity must either approve the application or initiate acquisition proceedings for affected properties.

Applies retroactively to transportation corridor official maps filed before, on, or after the effective date.
