Expands Medicaid eligibility effective January 1, 2016 to all people under age 65 with incomes at or below 133% of the federal poverty level, with coverage as described under the Affordable Care Act.

Repeals the prohibition on Medicaid expansion contained in S.L. 2013-5.

Appropriates $6,591,224 for fiscal year 2015-2016 and $7,008,705 for fiscal year 2016-2017 in state funds for administrative costs, matched by approximately $19.8 million and $21 million in federal funds respectively.

Appropriates $95,264,480 in recurring state funds for fiscal year 2016-2017 to cover Medicaid services, matched by approximately $2.445 billion in federal funds.

Reduces appropriations to Mental Health ($8.2 million in 2015-2016; $16.4 million in 2016-2017), AIDS Drug Assistance Program ($14.3 million in 2015-2016; $28.6 million in 2016-2017), and Inmate Health Care ($8.5 million in 2015-2016; $17 million in 2016-2017) to account for savings from expanded Medicaid coverage.
