Amends G.S. 131D-10.9A to change the Permanency Innovation Initiative Oversight Committee's reporting deadline from September 15 to February 15 of each year.

Redirects committee reports to the chairs of the Senate Appropriations Committee on Health and Human Services, the chairs of the House Appropriations Committee on Health and Human Services, and the Fiscal Research Division instead of the General Assembly.

Reduces the minimum meeting frequency from at least once a quarter to at least twice each year.

Maintains the committee's quorum requirement of seven members and majority vote requirement for actions.

Effective upon becoming law, ratified June 8, 2015.
