Expands tuition waiver eligibility to include children whose legal guardians or legal custodians are law enforcement officers, firefighters, or rescue squad workers, not just biological parents.

Applies to children ages 17-24 whose guardian or custodian is permanently and totally disabled from a traumatic injury sustained in the line of duty.

Requires verification of legal guardian-child and legal custodian-child relationships through court orders establishing the guardianship or custodianship.

Effective for the 2016 spring academic semester and all subsequent semesters.

Applies to tuition waivers at University of North Carolina constituent institutions and community colleges.
