Allow applications for vehicle certificates of title, registration plates, registration cards, and related documents to be submitted to the Division of Motor Vehicles using electronic signatures in accordance with NC General Statutes Article 40, Chapter 66.

Permit electronic notarization of electronic signatures on motor vehicle documents submitted to the Division in accordance with NC General Statutes Article 2, Chapter 10B.

Require secured parties to send electronic notice of security interest release to the Division within seven business days through an electronic lien release system established under G.S. 20-58.4A.

Direct the Division to mail or deliver a physical certificate of title to the address provided by the secured party within three business days of receiving electronic notice of lien release.

Section 1 becomes effective August 1, 2016; remaining provisions become effective December 1, 2015.
