Repeals Article 2E of Chapter 136 of the General Statutes, which established the Transportation Corridor Official Map Act.

Removes references to roadway corridor official maps from G.S. 47-30(l), retaining only references to highway right-of-way plans.

Repeals G.S. 160A-458.4 and subsection (c) of G.S. 161-14, eliminating related statutory provisions.

Directs the Department of Transportation to study and develop a process for acquiring land for future highway construction consistent with the North Carolina Court of Appeals decision in Kirby v. North Carolina Department of Transportation, No. COA14-184 (2015), with findings due to the Joint Legislative Transportation Oversight Committee within six months.

Takes effect upon enactment and applies to maps filed on or after the effective date.
