Repeals the requirement that for-hire coastal recreational fishing license holders submit logbooks summarizing catch and effort statistical data to the Division of Marine Fisheries.

Directs the Division of Marine Fisheries to study the advisability of implementing a logbook requirement, with a stakeholder advisory group including for-hire license holders, commercial fishing license holders, and Division staff, with a report due to the Environmental Review Commission by January 15, 2016.

Prohibits the Department of Environment and Natural Resources from entering into a joint enforcement agreement with the National Marine Fisheries Service that would delegate law enforcement powers to Division inspectors.

Requires the Division of Marine Fisheries to conduct a 12-month study on the impacts, costs, and benefits of a joint enforcement agreement with the National Marine Fisheries Service, with a report to the Environmental Review Commission by October 15, 2016.

Became effective upon enactment on August 5, 2015.
