Expands the definition of communications exempt from electioneering disclosure requirements when the General Assembly is in regular session to include communications about bills "introduced in either house" rather than only bills "pending before" the legislature.

Requires identification of legislation by bill number and short title in communications urging contact with General Assembly members about specific pieces of legislation.

Effective upon becoming law.
