Proposes constitutional amendment requiring that appointed local government boards obtain majority approval from their appointing elected bodies before initiating condemnation actions to take private property.

Requires additional approval from the governing board of the county where the property is located before any condemnation action can be filed by an appointed local entity.

Prohibits appointed local government boards from levying ad valorem taxes without prior approval from the governing body of the county where the property subject to taxation is located.

Submits the proposed amendment to voters at the statewide election on November 1, 2016.

Amendment becomes effective upon certification by the State Board of Elections and applies to all takings occurring after that date.
