Establishes automatic annual adjustment of North Carolina's minimum wage beginning January 1, 2016, based on cost-of-living increases measured by the Consumer Price Index (CPI-U)

Calculation of indexed minimum wage rate uses the 12-month percentage increase of the Consumer Price Index preceding September 1 each year, rounded to the nearest cent

Designates the Commissioner to calculate and implement the indexed minimum wage rate annually on January 1

Maintains existing minimum wage of $6.15 per hour or the federal minimum wage under the Fair Labor Standards Act, whichever is higher, as the baseline for inflation adjustments

Preserves existing subminimum wage provisions for students, apprentices, individuals with disabilities, economically disadvantaged workers, and seasonal employees
