S391 - County Omnibus Legislation Summary

• Establishes a 13-member State Payment in Lieu of Taxes Study Commission to study development of state payment in lieu of taxes for state properties including wildlife and game lands, with final report due before the 2017 General Assembly convenes.

• Directs the Environmental Review Commission to study statewide approaches to control invasive aquatic noxious weeds in state waters, including funding needs, with findings due to the 2016 Regular Session.

• Directs the Revenue Laws Study Committee to study financial impacts on local governments from exempting previously taxable properties from the property tax base when acquired by nonprofits, with report due to the 2016 Regular Session.

• Modifies G.S. 159-32 to require local government officers and employees collecting taxes or other moneys to deposit funds on a daily basis or submit to a licensed cash collection service, with exceptions only when governing board approves and funds reach $250 or more, effective January 1, 2016.

• Requires all collected moneys to be maintained in a secure location until deposited or officially submitted to a cash collection service.
