Allows vehicles to make left turns at red traffic lights in diverging diamond interchanges under specific conditions, in addition to the existing right-turn-on-red permission.

Left turns on red are only permitted when a vehicle is either exiting an interstate to enter a diverging diamond interchange with right-to-left traffic, or entering an interstate while exiting a diverging diamond interchange with right-to-left traffic.

Vehicles making left turns on red must yield the right-of-way to other traffic, pedestrians in the intersection, and pedestrians approaching the intersection who are preparing to cross.

Failure to yield to pedestrians when turning left on red is an infraction with penalties between $100 and $500.

The act becomes effective October 1, 2015, and applies to offenses committed on or after that date.
