Prohibits operating a motor vehicle on public streets, highways, or public vehicular areas while using a mobile telephone or electronic communication device unless hands-free equipment is used.

Creates stricter prohibitions for drivers under 18 years old and school bus operators, who are banned from using mobile devices entirely except in emergency situations.

Defines "using" a device as holding it in hand or wearing on wrist while viewing images, playing games, composing messages, or talking into the device.

Establishes penalties including $100 fine for general violations, $25 fine for minors, and Class 2 misdemeanor with $100+ fine for school bus operators.

Becomes effective December 1, 2015, and allows one driver's license point for second offenses within 3 years or third+ offenses within 5 years; preempts local ordinances on the issue.
