Applies North Carolina to Congress under Article V of the U.S. Constitution requesting a convention of states limited to proposing amendments regarding fiscal restraints on the federal government, limitations on federal power and jurisdiction, and term limits for federal officials and members of Congress.

Constitutes a continuing application until legislatures of at least two-thirds of the states make identical or substantially similar applications.

Application expires September 30, 2015 if two-thirds of state legislatures have not made identical or substantially similar applications by that date.

Directs the Secretary of State to transmit copies of the act to the President, Secretary of the Senate, Speaker and Clerk of the House, North Carolina's federal delegation, and presiding officers of all state legislative houses.

Becomes effective upon enactment into law.
