Directs local boards of education to give priority access to school facilities for Boy Scouts of America and Girl Scouts of the United States of America and their affiliated North Carolina groups during non-instructional time.

Requires local boards of education to provide written reasons if they deny priority access to patriotic youth groups listed in Title 36 of the United States Code.

Encourages charter schools and regional schools to facilitate student participation in activities provided by these patriotic youth groups without interfering with instructional time.

Modifies G.S. 115C-206, 115C-207, 115C-218.75, and 115C-238.66 to establish guidelines for community involvement in public schools and facility use policies.

Became effective upon enactment on September 25, 2015.
