Honors the memory of Dean Edwards Smith, legendary men's basketball coach at the University of North Carolina at Chapel Hill who died on February 7, 2015, at age 83.

Recognizes Smith's 36-year coaching career (1961-1997) with 879 wins, 2 NCAA championships (1982, 1993), 27 NCAA tournament appearances, and 95% player graduation rate.

Acknowledges Smith's contributions to basketball innovation including the run-and-jump defense, scramble defense, and "Four Corners" offense that led to NCAA adoption of the shot clock in 1985.

Honors Smith's role in integrating UNC athletics by recruiting Charles Scott as the first African-American scholarship player at the university and his broader commitment to social equality.

Directs the Secretary of State to send certified copies of the resolution to Smith's family.
