Notes the military's substantial economic impact on North Carolina, including $30 billion in military-related personal income, $48 billion in gross state product contribution, and $2.49 billion in prime defense procurement contracts in 2014.

Recognizes that over 540,000 individuals in North Carolina are either directly employed by the military or work in jobs supporting military operations.

Affirms North Carolina's commitment to maintaining its position as the nation's "Most Military-Friendly State" and to preserving land uses compatible with military activities.
