Establishes the State Payment in Lieu of Taxes Study Commission with 13 members (3 House members, 3 Senate members, Secretary of Revenue, and 6 public members) to study state payments in lieu of taxes for state properties including wildlife and game lands, with a final report due before the 2017 General Assembly convenes.

Directs the Environmental Review Commission to study statewide approaches to control invasive aquatic noxious weeds in state waters, including funding needs, and report findings to the 2016 Regular Session.

Directs the Revenue Laws Study Committee to study financial impacts on local governments from exempting previously taxable properties when acquired by nonprofits and report to the 2016 Regular Session.

Grants counties explicit authority to establish residential recyclable materials collection programs with fees not exceeding costs of collection, and allows counties to operate such programs within city limits with city approval.

Allows counties to impose recyclable materials collection fees on improved property along designated routes, with exemptions for properties served by private contractors collecting the same materials.
