Exempts the Department of Environment and Natural Resources from rule-making requirements under Chapter 150B of the General Statutes when setting admission and activity fees at the North Carolina Zoological Park, State Parks, and North Carolina Aquariums.

Requires the department to establish admission and related activity fees using dynamic pricing strategy that adjusts fees based on market forces, seasonal variations, and special events to maximize revenues.

Repeals all existing administrative rules related to fees at these facilities upon adoption of new fees under this authority, with the Codifier of Rules to note these repeals in the Administrative Code.

Dynamic pricing is defined as adjusting fees to reflect marketing forces with the intent to maximize revenues from these state resources and offset General Assembly appropriations.

Effective upon enactment for all admission fees and related activity fees charged on or after the date the bill becomes law.
