Renamed the Department of Labor's Division of Statistics to the Division of Occupational Safety and Health.

Removed requirements for Commissioner of Labor to obtain Governor's approval for various administrative actions including appointing division chiefs, making departmental rules, and assigning staff.

Repealed several outdated statutes (G.S. 95-5, 95-6, 95-11, 95-12, 95-69.13, and 95-69.9(a)) related to labor department operations and boiler inspection procedures.

Eliminated the Board of Boiler and Pressure Vessel Rules and transferred its powers directly to the Commissioner of Labor, including authority to devise and proctor examinations and issue inspector commissions.

Modified youth employment restrictions by allowing persons under 18 years of age to ring up sales of alcoholic beverages at the point-of-sale register for off-premises consumption, while maintaining existing prohibitions on preparation, serving, or dispensing of alcoholic beverages.
