Requires the Office of Information Technology Services to contract with a third party to operate an electronic database for storing and accessing transaction information from pawnbrokers, currency converters, precious metals dealers, and secondary metals recyclers.

Database must be accessible to North Carolina law enforcement officers and agencies via the Internet at no cost to reporting entities, with security restrictions limiting access to law enforcement only.

Mandates that pawnbrokers, currency converters, precious metals dealers, and secondary metals recyclers submit complete transaction information to the database within 12 hours of each transaction.

Specifies that database information is not a public record under North Carolina law and that the State maintains ownership and control of all data entered into the database.

Provides exemptions from the 12-hour submission requirement when the database is offline (entities have 36 hours after it becomes accessible) or when an entity lacks technological means to access the database; effective October 1, 2015.
