Directs the North Carolina Utilities Commission to assess the extent to which North Carolina's electrical grid is prepared for emergencies that could threaten the grid and related systems.

Allows the Commission to hire a consultant to conduct the assessment.

Requires the Commission to report findings by May 1, 2016 to the chairs of the Joint Legislative Emergency Management Oversight Committee and the Fiscal Research Division.

Assessment must analyze types of incidents threatening the grid, potential impact and costs, preventive measures, implementation costs, and recommended legislation or regulatory changes.

Requires all public utilities, electric membership corporations, and municipalities distributing electricity in the state to cooperate with the Commission and provide requested information.
