Requires the State Board of Education and local boards of education to implement screening programs for early identification of students with specific learning disabilities, including dyslexia and dyscalculia.

Mandates screening of all kindergarten students and any first through sixth grade students not previously screened using age-appropriate instruments adopted by the State Board.

Requires comprehensive assessment for students exhibiting potential indicators of specific learning disabilities and provision of appropriate intervention strategies through individualized education programs.

Obligates each local school administrative unit to train employees to administer screening instruments and make ongoing professional development available to teachers on identification and intervention strategies.

Adds requirement that teacher continuing licensure for elementary and middle school teachers include at least three credits on early identification and intervention strategies for students with specific learning disabilities, effective 2015-2016 school year.
