NC S441

Adds new subsection (c) to G.S. 132-1 encouraging all North Carolina government agencies to include a disclosure statement on outgoing emails notifying recipients that the email may be a public record subject to inspection and copying under G.S. 132-6.

Provides an exception for electronic mail sent by or on behalf of a legislator, which should include a disclosure that the document is confidential and not a public record pursuant to Article 17 of Chapter 120 of the General Statutes.

Becomes effective October 1, 2015.
