Increases the percentage of driver's license fees credited to the License to Give Trust Fund from an unspecified amount to 2.5% of total fees collected for issuance and renewal.

Directs 50% of funds credited to the License to Give Trust Fund to be transferred quarterly to Donate Life North Carolina for managing the online organ donation registry and promoting organ donation statewide.

Allows the remaining 50% of License to Give Trust Fund revenues to be used for grants-in-aid supporting organ and tissue donation education and end-of-life healthcare decision-making initiatives.

Repeals a sunset provision in S.L. 2004-189 that previously limited the duration of the License to Give Trust Fund.

Effective January 1, 2016, for all driver's license issuances and renewals on or after that date.
