Authorizes the Division of Motor Vehicles to issue full-color background special registration plates for the Kappa Alpha Psi Fraternity.

Restricts issuance of the special plates to members of the Kappa Alpha Psi Fraternity only (rather than any registered motor vehicle owner).

Requires at least 300 applications before the Division of Motor Vehicles can issue the plate.

Exempts the Kappa Alpha Psi plate from the standard requirement of 200 additional applications needed for full-color background special plates authorized after July 1, 2013.

Becomes effective July 1, 2015.
