Establishes the North Carolina Board of Examiners for Motor Vehicle Repair Shops and Collision Repairs to license and regulate motor vehicle repair shops, collision repair estimators, service advisors, collision repair technicians, and mechanical repair technicians effective December 1, 2015.

Creates a seven-member board appointed by the General Assembly and Governor, consisting of repair shop owners, collision repair managers, automotive trade association officers, and one consumer representative, each serving three-year terms.

Requires licensing for individuals and repair shops, with applicants needing to complete approved courses, pass examinations, and pay fees ($25 yearly for technicians/estimators, $300 biennially for repair shops).

Prohibits unlicensed repair shops from accepting funds from insurance companies and requires insurance companies to only negotiate repairs with licensed shops.

Grants the Board authority to conduct inspections, maintain repair shop records, establish continuing education requirements, and impose disciplinary actions including license denial, suspension, or revocation for violations.
