Increases the threshold for triggering legislative review of adopted rules from 10 to 50 written objections from qualified persons.

Requires objections to be submitted on a form prescribed and made available by the Commission on Adopted Rules.

Defines "qualified to object" to exclude lobbyists acting on behalf of principals, and limits objectors to North Carolina residents, property owners, or entities incorporated or doing business in the State.

Maintains the 5:00 P.M. deadline for submitting objections the day following Commission approval of a rule.

Applies to permanent rules adopted on or after the bill's effective date.
