Establishes a comprehensive list of 54 occupational licensing boards in North Carolina and requires approval from the Joint Legislative Administrative Procedure Oversight Committee before any new boards can be added to the list.

Expands annual reporting requirements for occupational licensing boards to include financial audits (for boards with budgets of at least $50,000), detailed fee information, civil penalties collected, and internal control certifications, with reports due October 31 each year and posted on board websites.

Increases board member per diem compensation from $100 to $200 per day and requires board members to complete ethics and governance training within six months of appointment and every two years thereafter.

Requires boards failing to submit annual reports by October 31 to have their authority to expend funds suspended until reports are filed, though this does not affect their duty to issue or renew licenses.

Modifies judicial venue provisions to allow occupational licensing boards to seek injunctive relief in either the county where the defendant resides or where the board has its principal place of business, and allows superior courts to change venue if petitions are filed in improper counties.
