Establishes procedures for the Senate to nominate and elect eight members to the UNC Board of Governors for four-year terms in 2015.

Creates a Senate Select Committee on UNC Board of Governors to screen candidates nominated by Senators between February 16-23, 2015, and present a slate with no more than twice the number of candidates as available seats.

Requires all nominated candidates to file a Statement of Economic Interest with the North Carolina State Ethics Commission by February 23, 2015.

Directs the Senate to hold elections by March 18, 2015, using a ballot listing only approved nominees in alphabetical order, with candidates requiring a majority vote to win and runoff elections if needed.

Specifies that ballots must be signed, retained as permanent Senate records open for public inspection, and election results sent to the House and the UNC Board of Governors Secretary.
