Requires ignition interlock systems to be installed on all vehicles driven by persons convicted of driving while impaired (DWI) with an alcohol concentration of 0.08 or more, or who refuse chemical analysis, before they can obtain a limited driving privilege.

Removes the waiting period (previously 6-10 days) for applying for a limited driving privilege after license revocation, allowing immediate application upon revocation.

Lowers the alcohol concentration threshold triggering interlock requirements from 0.15 to 0.08 and changes alcohol concentration restrictions while driving to 0.02 for most interlock users.

Applies interlock requirements to persons under 21 convicted of driving after consuming alcohol and establishes that ignition interlock installation is mandatory before issuance of limited driving privileges.

Creates the Ignition Interlock Device Fund, funded by administrative fees ($30-$60 per installation), to assist indigent persons in paying for interlock system installation and removal costs.
