Requires county boards of elections to appoint chief judges and judges of election not only for election day but also at each voting site during the one-stop absentee voting period.

Allows the county board of elections to determine the timing and locations of one-stop voting sites where precinct officials must be appointed.

Clarifies that late mail-in absentee ballots without a postmark or with an illegible postmark will only be accepted if received the day after the election directly from the U.S. Postal Service.

Maintains existing qualifications for precinct officials, including requirements that they be registered voters and residents of the county, of good repute, and able to read and write.

Effective when the act becomes law.
