Requires the UNC Board of Governors to adopt a policy on sexual assault, domestic violence, dating violence, and stalking for all constituent institutions by December 1, 2016.

Mandates an affirmative consent standard defined as an affirmative, conscious, and voluntary agreement to engage in sexual activity, with requirements that consent be ongoing, that silence does not constitute consent, and that intoxication or recklessness of the accused is not a valid excuse for believing consent existed.

Directs each institution to provide victim-centered procedures including privacy protections, victim advocacy, trauma-informed staff training, and a prohibition on disciplinary sanctions against complainants or witnesses unless the violation is egregious.

Requires institutions to establish partnerships with on-campus and community-based organizations to provide support services such as counseling, health care, and legal assistance for victims and accused parties.

Mandates prevention and outreach programs as part of student orientation and throughout the academic year, and requires the State Board of Community Colleges to report on community college sexual assault policies and support programs by December 1, 2015.
