Amends G.S. 66-293 to reduce the grace period for selling cigarettes from a nonparticipating manufacturer from 60 days to 30 days after purchase.

Requires cigarettes to be on the compliant nonparticipating manufacturer's list maintained by the Attorney General as of the sale date, unless purchased within the 30-day window before the brand was delisted.

Maintains civil penalty authority for the Attorney General to impose penalties up to the greater of 500% of retail value or $5,000 for violations.

Continues classification of non-compliant cigarettes as contraband subject to seizure by law enforcement under existing procedures in G.S. 105-113.31 and G.S. 105-113.32.
