Requires all food handlers at food establishments to successfully complete an accredited food handler training program by August 1, 2016, or within 30 days of hire, and every three years thereafter.

Defines accredited food handler training as programs evaluated and listed by the American National Standards Institute (ANSI) conforming to ASTM E2659-09 standards, available online, in-person, or via other formats.

Training must cover time and temperature relationships to foodborne illness, personal hygiene and food safety, food contamination prevention, equipment cleaning and sanitization, and temperature control and cross-contamination issues.

Allows alternative compliance through qualified internal food handler training programs approved in another state, though certificates are only valid for employees of that specific employer.

Imposes a fine of $25 per month per food handler on establishments failing to provide documentation of completed training after a 30-day grace period, with enforcement beginning January 1, 2017.
