Waives the 12-month state residency requirement for veterans and others entitled to federal educational benefits under 38 U.S.C. Chapter 30 (Montgomery G.I. Bill) or Chapter 33 (Post-9/11 Educational Assistance) who enroll in North Carolina public institutions of higher education.

Eligible individuals must apply and enroll within three years of discharge from active duty (minimum 90 days) in the Armed Forces, U.S. Public Health Service Commissioned Corps, or National Oceanic and Atmospheric Administration, and must have an abode in North Carolina.

Requires eligible individuals to provide a letter of intent to establish residence in North Carolina to the institution where they intend to enroll.

Allows covered individuals who continue to remain enrolled after the three-year eligibility period to maintain in-state tuition rates indefinitely, provided they remain continuously enrolled.

Repeals requirements regarding the yellow ribbon program (G.S. 116-143.8) and becomes effective July 1, 2015.
