Expands eligibility for local government units to enroll employees and dependents in the State Health Plan for Teachers and State Employees, removing restrictions that previously limited participation to specific municipalities (Montgomery County, Elizabethtown, and Matthews).

Requires participating local governments to pass a resolution expressing intent to participate, enter a memorandum of understanding with the Plan, and provide at least 90 days' notice before enrollment with requirements completed 60 days prior.

Mandates local governments meet federal requirements for governmental plans and pay all premiums directly to the Plan on a fully contributory basis, with premiums set equal to those offered State employees.

Caps local government enrollment at 10,000 employees and dependents; after this threshold is reached, no additional local governments may join the Plan.

Permits currently participating local governments to elect coverage under the new requirements and requires them to cease monthly contributions to the Retiree Health Benefit Fund upon coverage commencement, with no refunds for prior contributions.
