Updates claims processing authority from Part 5 of Article 3 of Chapter 135 to 42 C.F.R. 447.45(d)(1) to reflect current federal regulations.

Repeals G.S. 108A-70.20A entirely and removes requirements for "the Plan" to report periodically to the Joint Legislative Oversight Committee on Health and Human Services.

Clarifies that NC Health Choice Program providers shall receive full payment without being subject to cost settlement.

Changes references from "the Plan" to "the Division of Medical Assistance" for data collection and reporting responsibilities under the program.
